EUROPEAN SPACE PROGRAMME

Within the EU Space Programme aiming to gather the activities
within the EU Space Policy under a single roof, the Program will be implemented in the 2021-2027 financial period with a budget of 14.88 billion euros. With this budget, studies in the fields of earth observation, satellite navigation, space exploration and connectivity will be supported.
While bolstering space services in Europe, the program also supports start-ups and SMEs developing innovative solutions based on space technologies, data and services.

Türkiye’s Participation in the Program

Türkiye’s letter of intent regarding participation to the program has been submitted to the European Commission, yet the negotiation meetings have not started.
With the components below within the European Space Program, many services that make daily life easier are provided:

COPERNICUS is the European Earth Observation System. It supports eco-management, helps mitigate the effects of climate change and contributes to security and civil security activities across Europe. Copernicus is the world’s first big data provider in the field of space studies.

GALILEO is a Global National Satellite System that provides services in a variety of fields, from transportation and agriculture to border management and search and rescue. The system, which is already available on more than 2.5 billion smartphones, offers ground-breaking opportunities for the future of autonomous driving and commercial drones.

EGNOS, European Geostationary Navigation Overlay Service) is a navigation system that improves navigation services for aviation, maritime and land-based users in more than thirty countries and currently operates at 426 airports and helipads.

In February 2022, the European Commission proposed two new flagship initiatives to increase satellite-based secure connectivity and Space Traffic Management:

The EU Space-Based Secure Connectivity System will provide access to secure and cost-effective satellite communication services worldwide for government communications and commercial use. The system aims to protect and watch critical infrastructures and support crisis management, enabling high-speed broad band throughout Europe to predict the future challenges of our economy in the best way.

Space Traffic Management consists of solutions for traffic in space as space services applications hold more and more satellites. This system will further strengthen the Union’s space surveillance and monitoring skills (currently providing collision avoidance services to more than 260 European spacecraft) and set standards and regulations for sustainable and safe area use.

EU Space Programme is implemented in alliance with EU Member States, European Union Space Program Agency (EUSPA), European Space Agency (ESA), EUMETSAT and many other stakeholders. Ensuring effective and efficient cooperation and coordination between these actors is essential to increase the impact of European policies and space-oriented activities.

EU PROGRAMME FOR THE ENVIRONMENT AND CLIMATE ACTION (LIFE)

The overall purpose of the programme is to contribute to the transition of a clean, low-carbon, climate-resilient economy while conserving environmental quality and biodiversity. In the 2021-2027 financial period, the programme budget has been determined as 5.4 billion euros. The programme, which has been implemented in the European Union for more than 25 years, is the only programme specific to the environment and climate action.

Türkiye’s Participation in the Programme

Türkiye’s letter of intent regarding participation in the programme has been submitted to the European Commission, yet the negotiation meetings have not started. The final decision to participate in the programme will be assessed during the negotiations.

SPECIFIC OBJECTIVES OF THE PROGRAMME

To develop, test and promote innovative techniques and approaches regarding environmental and climate action, including the transition to clean energy, in order to achieve the objectives of Union policies and legislation; Contribute to good actions on nature and biodiversity

Developing, implementing, monitoring and executing Union legislation and policies, including public and private sector capacity building and improving governance through the inclusion of civil society.

Accelerate the distribution of successful technical and policy solutions on a large scale by multiplying the results for the implementation of Union legislation and policy, integrating relevant objectives into other policies and public and private sector practices, mobilizing investment and improving access to finance.
